Rules of Macclesfield & District Snooker League

LEAGUE RULES
1. The League shall be known as the Macclesfield & District Snooker League.
2. The League shall be open to all Clubs and institutions in the town of Macclesfield and the surrounding areas.
3. All Clubs entering the League must allow male and female players.
4. The League shall consist of a President, Chairman, duly elected Officers and Registered Clubs.
5. The President and Chairman shall be elected each year at the Annual General Meeting.
6. The duly elected Officers shall consist of a Secretary and a Treasurer. Officers shall retire annually but shall be eligible for re-election.
7. An Auditor is to be elected each year at the Annual General Meeting to audit the accounts prepared by the Treasurer prior to submission to the next Annual General Meeting.
8. The Annual General Meeting of the League shall be held within thirteen weeks after the last League fixture of the season. Fourteen days notice specifying the place, date and time, together with an agenda shall be given to all Clubs through their Representative (see Rule 13). All registered players of the previous season shall be eligible to attend this Meeting.
9. Resolutions affecting the Rules and all matters concerning the Constitution of the League must be submitted to the Secretary, in writing, to reach him two weeks before the Annual General Meeting.
10. The Treasurer shall submit to the Annual General Meeting a copy of the audited accounts for the preceding year.
11. A Special General Meeting can be called at any time on the instruction of the Management Committee, but amendments to the Rules of the League can only be made at the Annual General Meeting.
12. The quorum for the transaction of business of the Annual General Meeting shall be ten persons.
13. Each Club shall nominate one person to be its Representative, to whom all communications regarding League matters shall be addressed, and they will be responsible for collecting dues and subscriptions from their Club and for the payment of these to the Treasurer.
14. In all LEAGUE matches WINNING CAPTAINS are responsible for forwarding a picture of the result card to the Secretary WITHIN THREE DAYS of the match. Failure to do so will result in no points being awarded to the Team responsible.
15. In all TEAM CUP competitions WINNING CAPTAINS are responsible for forwarding a picture of the result card to the Secretary WITHIN THREE DAYS of the match. Failure to do so will result in that Team being disqualified.
16. In all INDIVIDUAL and PAIRS competitions WINNERS are responsible for forwarding their results via email or whatsapp to the Secretary WITHIN THREE DAYS of the event or they will be disqualified.
17. Telephone calls will not be accepted by the Secretary, Treasurer or President anytime during Saturday and Sunday or after 8pm Monday to Friday.
18. In Team knockout competitions five players are to be named on the card, irrespective of whether they play or not and are so cup-tied to that Team.
19. Unless conceded, players and Teams not fulfilling fixtures in all League and Competition matches will be fined £5 and will be banned until such fine is paid to the Treasurer.
20. The day to day administration of the League shall be carried out by a Management Committee consisting of the President, Chairman, Secretary, Treasurer and the Club Representative of each Club in the League. If the Club Representative is unable to attend a particular meeting a substitute may attend on their behalf.
21. The quorum of the Management Committee shall be five persons (excluding Officers).
22. Voting at the Management Committee shall be one vote for each Club in the League. Voting at the Annual General Meeting shall be one vote per person in attendance and eligible to attend. In the event of equality of voting the Chairman shall have the casting vote. Voting shall be by show of hands unless otherwise decided by the Chairman.
23. In the event of any question or matter arising which is not provided for in the Rules, such question or matter shall be dealt with by the Management Committee whose decision shall be final.
24. Each Club registered with the League shall pay an affiliation fee of £10 per season. Each Team to pay an “entrance fee” of £5 per season to be paid when the Team is registered.
25. Each player registered with the League shall pay a registration fee of £15 (£10 for pensioners 65 and over) per season, payable on registration and in advance of playing.
26. All players and Teams shall be formally registered with the Secretary before playing, the form of registration to be decided by the Secretary.
27. Handicaps to be determined by the Management Committee who will take into account the wishes of League registered players.
28. All games shall be played under the Rules as issued by the English Association for Snooker and Billiards. Any amendments to these Rules shall not be effective until notified to all Clubs by the Secretary. In any cases of difference between English Association Rules and League Rules, the League Rules shall apply.
29. Each Team shall consist of five registered players. One point shall be awarded for each game won.
30. Should a team only have 4 players on a night, then one of their players can play a 2nd game on the night.  A team can only do this a maximum of 6 times per season. Secretary will monitor this. The player to play 5th game will be chosen by the NON offending team and his handicap will change again with the result. If the offending team has let players go home and leaves the non-offending team less than 3 players to choose from then the frame is conceded.
31. Matches must be played on the dates stated on the fixture cards. No matches can be rearranged without the prior approval of the Secretary. This approval will not be given except in cases of illness or absence from the area due to employment and where there are
no other registered players available. Any matches so rearranged will be played on a date selected by the Secretary in agreement with the Captains.
32. The first game shall commence at 7:30pm. Any delay of 15minutes after this time will mean one game conceded to the offended team.
33. For all games, all Referees and Markers shall be registered players.
34. The Referee shall have full control of the game and his decision shall be final. If in doubt the opinion of the Marker and both Captains must be sought by the Referee before reaching any decision.
35. Team Captains are to control the order of play. The order of play to be determined by secret draw.
36. No player can play for two different Teams in the same week. A player can only play for one Team in the overall and League Cup competitions, a cup-tied player playing for another Team will automatically forfeit the frame.
No player can transfer to another Club within the same season without the consent of the Management Committee. The Committee will take account of both the needs of the individual as well as the needs of the Club/Team that the player wishes to join. Each case will be judged on its own merits.
37. Any objections or claims on the conduct or result of matches are to be submitted to the Secretary within four days of the event. This must be in writing together with the fee of £1. The Secretary shall call a meeting of the Management Committee to consider the objection and decide accordingly.
38. In the event of a tie for any final, except first position, the Team that shall take higher placing will be determined by the following factors in order:
a. The Team with most League wins
b. The Team with most points in a head to head comparison of League records.
c. The Team with most points on count back of matches i.e. most points disregarding last match played, most points disregarding last two matches etc.
39. Teams and individuals winning League trophies are responsible for the safe keeping of the trophies and for their return to the Secretary prior to the Finals Night.
40. Trophies will be suitably engraved by the League as soon as possible after their presentation and then return them to their respective winners for holding until returned.
41. Individual competitions shall be held at the discretion of the Management Committee. Only registered players will be eligible to enter these competitions.
42. Monies to be spent on prizes to be decided by the Management Committee in liaison with the Treasurer.
43. Once the Pairs competition has commenced no substitution of players will be allowed. Players may only discuss the shot selection before either player takes the first shot of a visit to the table.
44. Where there is a tie for first position in any League, a play-off on a neutral table will be necessary. The Secretary is to make the necessary arrangements and notify the Teams accordingly.                                                      45. For league Matches the away player is allowed 2 mins practise before each game to allow for different conditions.
